Level Descriptions:
Advanced Beginner - Limited or no prior knowledge/experience in the subject matter
Competent - Knowledge acquired by working/translation experience however, not yet advanced in the subject matter
Proficient - High level of understanding in the subject matter resulting from training and/or extensive working/translation experience
Expert - Competence resulting from academic education in the subject matter area
